Argentum Statement on Introduction of Older Americans Act Reauthorization
Argentum, the voice of America’s senior living communities, issued the following statement on the introduction of S. 2120 to reauthorize the Older Americans Act (OAA):
“The Older Americans Act is foundational to supporting the needs of millions of seniors, and as our nation rapidly ages, it is critical that this act be renewed and modernized,” said Maggie Elehwany, Argentum Senior Vice President of Public Affairs. “We are particularly grateful that the reauthorization of the act includes critical elements to address social isolation and loneliness, including language from the SENIOR Act and the Care Across Generations Act.”

Personal Care Homes (PCH) and Assisted Living Residences (ALR) are vital parts of Pennsylvania’s long-term care system, offering supportive environments for seniors and individuals with disabilities who need help with activities of daily living but not the intensive medical care of nursing homes. PCH services may include assistance with bathing, dressing, medication, meals and other daily needs. ALRs, designed as home-like settings, provide personal care and health services in private living units. Both types of communities help Pennsylvanians age in place and maintain independence while easing demand on higher-level care settings and offering cost-effective long-term care solutions.

Senior living groups are supporting two bills they say would help address Pennsylvania’s long-term care workforce challenges.
SB 114 and SB 115 address pathways to long-term care certification and the availability of employee training courses.
LeadingAge Pennsylvania said the bills have their origins through its LTSS Evolve initiative, launched in 2023 to identify and change “antiquated, redundant and burdensome long-term services and supports rules, regulation policies and guidance” through collaboration with state policymakers and other stakeholders. The organization saw the initiative as a way to proactively advocate for providers rather than react to proposed legislation.
SB 115 is a step toward addressing the workforce challenges facing assisted living and personal care homes across the commonwealth, according to the Pennsylvania Assisted Living Association.
