Act 56 - Proposed Assisted Living Regulations
On July 25, 2007, Governor Rendell signed Senate Bill 704, P.N. 1272, as Act No. 56 of 2007. Act 56 addresses, for the first time in the Commonwealth, a statutory and regulatory framework governing operations of assisted living facilities.
This legislation will dramatically affect our industry. PALA participated in all meetings of the Assisted Living Workgroup which had been convened by The Department of Public Welfare in an attempt to extrapolate the ideas, opinions and best practices of a diverse stakeholder group.
After careful consideration however, PALA does not believe the proposed regulations are written in a manner that is consistent with the intent of Act 56. As such, PALA responded to the proposed regulations on September 14, 2008 (see response below).
